Sidewalk and Road Closure Notice for 1st Stages

All,

Beginning Monday, March 30, 2020 the contractor will begin Stage 1A reconstruction of the Main Street Streetscape by closing portions of the east sidewalk between 1st Street and 2nd Street. In order for the contractor to begin brick removals, a temporary sidewalk closure will be required. The sidewalk closure will be in effect for approximately eight (8) to ten (10) weeks, depending on the weather and COVID-19 recommended guidelines. During this closure, all businesses will have pedestrian access from Main Street, but providing rear access through the alley entrances is recommended. Attached you will find a map with the closure area highlighted.

Beginning Monday, April 13, 2020 the contractor will begin Stage A1 reconstruction of West 3rd Street by closing the entire block from Washington Street to Main Street. In order for the contractor to begin brick removals, a full road closure will be required. The roadway closure will be in effect for ten (10) to twelve (12) weeks, depending on the weather and COVID-19 recommended guidelines. Pedestrian access to all facilities will be maintained during this phase of construction. Attached you will find a map with the closure area highlighted.

For safety’s sake, please stay away from the construction area. Heavy equipment will be moving back and forth on the closed street and sidewalk. It would be advisable to stay behind the temporary fencing during this reconstruction work.

Project Overview:

The Downtown Streetscape and Reconstruction Project involves the complete reconstruction of West 2nd and West 3rd Street between Washington Street and Main Street. During this reconstruction, the Main Street Parkade will be receiving an update with new brick pavers and updated amenities. In addition, these improvements will also take place along the newly constructed blocks of West 2nd and West 3rd Street, as well as East 2nd Street from Main Street to State Street.

During the streetscaping component of this project, the contractor will be removing the bricks and amenities (bike racks, benches, and trash cans) and installing temporary commercial access in the form of heavy duty rubber matting over gravel. The contractors current plan is to complete the removal and installation of new pavers adjacent to the buildings first. This will leave a completely open sidewalk for all businesses and residences in as timely of a manner as possible. From there, the contractor will work out toward the curb of Main Street, completing the remaining work within the streetscape area. This includes running electrical conduit, installing concrete bases for all site amenities, and some updates to the tree grates. During this work, sections of parking along the Parkade will be blocked off to provide the minimal required amount of space for the contractor to work.

During the reconstruction component of this project, the contractor will be removing the existing concrete, while installing new utilities and storm sewer components. Later phases of this project will require temporary closures of Main Street to allow for the required utility crossings to take place.
